WHEAT CONDITIONS:

GOOD MORNING I'M TYNE MORGAN IN FOR CLINTON GRIFFITHS. WE MONITORED THE WHEAT FIELDS ALL WINTER LONG. AND THE FIRST CROP PROGRESS REPORT OF THE SEASON SUPPORTS THOSE FEARS - IT'S A CROP IN ROUGH SHAPE.

CROP WATCH:

LET'S GET YOUR FIRST LOOK AT FARM COUNTRY WEATHER ON THIS WEDNESDAY MORNING. MIKE HOFFMAN CHECKS IN FROM THE AGDAY WEATHER-CENTER.

HORSE SLAUGHTER:

OKLAHOMA IS THE LATEST STATE TO RE-INTRODUCE HORSE SLAUGHTER. OKLAHOMA GOVERNOR MARY FALLIN SIGNED THE BILL ON FRIDAY.  THE LAW ENDS THE BAN ON SLAUGHTER OF HORSES FOR HUMAN CONSUMPTION WHICH BECAME ILLEGAL IN OKLAHOMA IN 1963. THIS LAW STILL PROHBITS HUMAN CONSUMPTION OF HORSE MEAT, BUT IT ALLOWS PROCESSING OF THE ANIMAL, WHICH IS THEN EXPORTED. IT GOES INTO EFFECT IN NOVEMBER. RIGHT NOW THERE ARE NO PROCESSING FACILITIES IN OKLAHOMA.

TRADE BARRIERS:

THE U.S. TRADE REPRESENTATIVES OFFICE SAYS BIO-TECHNOLOGY AND ANIMAL DISORDERS ARE TWO OF THE BIGGEST REASONS WHY SOME COUNTRIES WON'T ACCEPT SOME U.S. AG PRODUCTS. THE TRADE REPS OFFICE JUST RELEASED AN ANNUAL REVIEW OF TRADE BARRIERS AND WHAT THE ADMINISTRATION IS DOING TO REMOVE THOSE BLOCKS. ONE REPORT IN PARTICULAR FOCUSES ON AG.
USTR SAYS THE LACK OF ADOPTION AND UNDERSTANDING OF BIOTECHNOLOGY IN FOREIGN NATIONS LIMITS ECONOMIC OPPORTUNITIES FOR THIS COUNTRY. IN ADDITION TO BIO-TECH, OTHER TOP REASONS FOR TRADE BARRIERS INCLUDE BSE IN BEEF CATTLE, AVIAN INFLUENZA IN POULTRY AND RESIDUE LEVELS OF PESTICIDES.

ANALYSIS:

IN AGRIBUSINESS, AFTER TWO TRADING DAYS OF CORN PRICES ENDING SHARPLY LOWER, PRICES TICKED SLIGHTLY HIGHER YESTERDAY. AL PELL TALKED TO SUE MARTIN OF AG & INVESTMENT SERVICES EARLIER LAST WEEK ABOUT HOW LATE PLANTING COULD SUPPORT CORN FUTURES.
