TODAY ON AGDAY

FARM BILL:

GOOD MORNING I'M AL PELL IN FOR CLINTON GRIFFITHS. THE FARM BILL MOVES TO THE NEXT STEP AS THE HOUSE OF REPRESENTATIVES APPROVES THE MEASURE. NOW THE LEGISLATION MOVES TO THE SENATE FOR A FINAL VOTE. BUT THAT'S NOT EXPECTED UNTIL NEXT WEEK. UNIVERSITY OF ILLINOIS FARM POLICY SPECIALIST JONATHAN COPPESS IS CONFIDENT THE MEASURE WILL GET THROUGH THE SENATE.

PAYMENT LIMITS:

ONE THING NOT INCLUDED IN THIS FARM BILL IS PAYMENT LIMIT REFORM. THOSE LIMITS WERE INCLUDED IN THE ORIGINAL VERSIONS OF THE HOUSE AND SENATE FARM BILLS, BUT STRIPPED FROM THIS FINAL VERSION. IT'S AN IMPORTANT ISSUE TO IOWA SENATOR CHUCK GRASSLEY. GRASSLEY SAYS HIS MEASURE WOULD PLACE A HARD CAP ON THE FARM PAYMENTS AN INDIVIDUAL FARMER COULD RECEIVE IN A YEAR AND CLOSE LOOPHOLES IN THE FARM PAYMENT PROGRAM.

EGG MEASURE:

ANOTHER AMENDMENT THAT DID NOT MAKE THE CUT IS SO-CALLED 'KING AMENDMENT'. THAT LEGISLATION WOULD PREVENT STATES, LIKE CALIFORNIA, FROM IMPOSTING THEIR OWN ANIMAL WELFARE STANDARDS ON FARM GOODS TRANSPORTED FROM OTHER STATES. FOR EXAMPLE, EGGS PRODUCED IN IOWA COULD NOT BE SHIPPED TO CALIFORNIA IF IOWA DOES NOT REQUIRE PRODUCERS TO USE ENHANCED CAGE STANDARDS.

BEEF TODAY REPORT:

AS WE FIRST REPORTED YESTERDAY ONE OF THE MAJOR CATTLE GROUPS IN THE COUNTRY CAME OUT AGAINST THIS VERSION OF THE FARM BILL. CALLING IT FLAWED POLICY, THE NATIONAL CATTLEMEN'S BEEF ASSOCIATION ANNOUNCED THAT IT WILL OPPOSE THE LEGISLATION. NCBA SAYS IT WORKED WITH LAWMAKERS FOR THREE YEARS ON THE FARM BILL. BUT THE CATTLE GROUP SAYS THE MEASURE DOES NOT ADDRESS ANY OF THEIR PRIOIRTY ISSUES. THE PRIMARY ISSUE BEING THE MANDATORY COUNTRY OF ORIGIN LABELING LAW. NCBA BELIEVES KEEPING M-COOL IN THE FARM BILL WILL LEAD TO RETALIATORY TARIFFS.
