CROP PROGRESS:

GOOD MORNING I'M CLINTON GRIFFITHS. AREAS OF THE COUNTRY SAW HEAVY RAINS OVER THE WEEKEND. ADD IT TO COOLER TEMERATURES AND THAT COULD BODE WELL SUMMER CROPS.USDA'S CROP PROGRESS REPORT A DECLINE IN THE CONDITION RATING. 63-PERCENT IS GOOD TO EXCELLENT, A DROP OF THREE POINTS FROM LAST WEEK. MISSOURI SAW AN EIGHT POINT DROP IN ONE WEEK. SHOWS 43-PERCENT OF CORN IS IN THE SILKING STAGE, A 27 POINT JUMP IN ONE WEEK. IT STILL LAGS BEHIND THE FIVE YEAR AVERAGE. IOWA'S CORN CROP IS 36 PERCENTAGE POINTS BEHIND AVERAGE IN THIS STAGE. MINNESOTA, NEBRASKA AND NORTH DAKOTA ARE ALSO BEHIND. MOVING TO SOYBEANS, EIGHT PERCENT ARE SETTING PODS - THAT'S ELEVEN POINTS BEHIND THE FIVE YEAR AVERAGE. 46-PERCENT IS BLOOMING.

CROP WATCH:

AS THE MIDWEST CORN CROP MOVES THRU POLLINATION, FARMERS ARE ANXIOUS TO GET SOME TIMELY SHOWERS. BUT MANY - ESPECIALLY IN THE WESTERN CORN BELT - MISSED OUT. MIKE HOFFMAN HAS DETAILS FROM THE AGDAY WEATHER-CENTER.

PRESIDENT JOBS TOUR:

PRESIDENT OBAMA IS KICKING OFF A JOBS TOUR THIS WEEK IN GALESBURG ILLINOIS. HIS SPECH WEDNESDAY IS EXPECTED TO LAY OUT A VISION FOR THE ECONOMY INCLUDING THE FINANCIAL BENEFITS OF AN IMMIGRATION OVERHAUL. A NEW FISCAL YEAR STARTS IN OCTOBER...AND BUDGET DEADLINES ARE LOOMING.

POVERTY COUNTIES:

ACCORDING ONE OF USDA'S RESEARCH GROUPS, PERSISTENT POVERTY IS PLAGUING RURAL AMERICA -- MORE THAN THE COUNTRY'S URBAN AREAS. THE STUDY CLASSIFY'S COUNTIES AS PERSISTANTLY POOR IF 20 PERCENT OR MORE OF THE POPULATION HAS LIVED IN POVERTY OVER THE PAST 30 YEARS. IN TOTAL THERE WERE 353 PERSISTANTLY POOR COUNTIES--MORE THAN 300 OF THOSE WERE NONMETRO AREAS. BY REGION THE LARGEST CONCENTRATION WAS IN THE SOUTH--COVERING ABOUT A QUARTER OF THAT POPULATION.
