PRESIDENT BUDGET:

FROM THE PRESIDENT ROLLING OUT HIS 2014 BUDGET TO FARM BILL PROPOSALS STARTING TO TAKE SHAPE, IT LOOKS LIKE DEBATES COULD HEAT UP ONCE AGAIN ON THE HILL. .AND THAT'S OUR TOP STORY ON AGDAY.

FARM BILL:

ALSO ON CAPITOL HILL, THE AMERICAN FARM BUREAU HAS RELEASED ITS FARM BILL PROPOSAL. AS WE REPORTED EARLIER THIS WEEK, THE MARK-UP OF THE BILL IS EXPECTED TO TAKE PLACE IN THE NEXT FEW WEEKS.  AFBF CONGRESSIONAL RELATIONS SENIOR DIRECTOR MARY KAY THATCHER TOLD AGDAY'S CLINTON GRIFFITHS IT LOOKS LIKE DIRECT PAYMENTS WILL GO AWAY. WITH OPPONENTS ALREADY CONSIDERING THAT A WIN, SIGHTS ARE NOW SET ON CROP INSURANCE. AND WHILE DEEP CUTS MAY NOT OCCUR THIS YEAR, BUDGET CONTRAINTS WILL DEFINITLEY IMPACT A NEW FARM BILL.

DAIRY SECURITY ACT:

MEANWHILE, THATCHER SAYS AMERICAN FAM BUREAU ALSO SUPPORTS THE DAIRY SECRUITY ACT, SPECIFICALLY THE CONCEPT OFA GROSS MARGIN PROGRAM. BUT SOME OF ITS MEMBERS ARE CONCERNED WITH THE SUPPLY MANAGEMENT PORTION OF THE LEGISLATION. I TALKED WITH JERRY KOZAK, CEO OF NATIONAL MILK PRODUCERS FEDERATION AT THE DAIRY PRODUCERS CONFERENCE THIS WEEK. HE SAYS A HIGHLY SUBSIZED CROP INSURANCE PROGRAM WITHOUT ANY RESPONSIBILITY OF HOW MUCH MILK IS PRODUCED WOULD ONLY CREATE TOO MUCH MILK IN THE MARKET.  HE SAYS THE PROPOSED SECURITY ACT IS SIMPLE, AFFORDABLE AND WORKS.

HERD LIQUIDATION:

IN BEEF TODAY, WHILE RECENT MOISTURE HAS IMPROVED PASTURE CONDITIONS IN THE PLAINS, PERCIPITATION OVER THE NEXT TWO TO THREE MONTHS WILL DETERMINE WHETHER IT'S ENOUGH TO SAVE THE NATION'S CATTLE HERD FROM MORE LIQUIDATION.
