FARM BILL:

GOOD MORNING I'M TYNE MORGAN IN FOR CLINTON GRIFFITHS. MEMBERS OF THE HOUSE AGRICULTURE COMMITTEE INVOKED SCRIPTURE AND THE WORD OF GOD AS THEY DEBATED ELEMENTS OF THE FARM BILL.

DAIRY VOTE:

MEANWHILE THE DAIRY ELEMENT OF THE HOUSE FARM BILL ALSO BROUGHT OUT SOME VOCAL DEBATE. THE COMMITTEE VOTED AGAINST AN AMENDMENT WHICH WOULD HAVE CUT THE "SUPPLY MANAGEMENT" ASPECT OF THE DAIRY SECURITY ACT.

FOOD AID:

AS IT STANDS RIGHT NOW NEITHER BILL INCLUDES A PROPOSAL WHICH WOULD CHANGE HOW THE U-S SENDS FOOD AID OVERSEAS. LAST MONTH THE WHITE HOUSE RELEASED A PROPOSAL WHERE CASH PURCHASES WOULD BE MADE ABROAD, INSTEAD OF BUYING IN THIS COUNTRY. BOTH AGRICULTURE COMMITTEE CHAIRS HAVE COME OUT AGAINST THE PROPOSAL.

WATER RESOURCES DEVELOPMENT ACT:

THE WATER RESOURCES DEVELOPMENT ACT PASSED IN THE SENATE TODAY. THE MEASURE PASSED WITH AN 83 TO 14 VOTE. THE LEGISLATION ALLOWS FOR NEW PROJECTS FOR FLOOD PROTECTION, PORT IMPROVEMENTS AND IMPROVEMENTS TO THE NATION'S LOCK AND DAMS. MEANWHILE, THE NATIONAL CATTLMEN'S ASSOCIATION WAS DISSATISFIED AN AMENDMENT TO THE ACT WASN'T APPROVED. THE AMENDMENT, INTRODUCED BY SENATOR JOHN BARRASSO, A REPUBLICAN FROM WYOMING, WOULD HAVE PREVENTING THE EPA AND ARMY CORPS OF ENGINEERS FROM FINALIZING THE CLEAN WATER ACT JURISDICITONAL GUIDANCE DOCUMENT. THE ASSOCIATION SAYS IT WILL HAVE A NEGATIVE AFFECT ON FARMERS AND RANCHERS, AS IT ATTEMPTS TO FEDERALIZE ALL WATERS. WITHOUT A CLEAR CUT ANSWER ON EXACTLY WHAT WATERS WILL BE UNDER FEDERAL JURISDICTION, EPA COULD CLAIM ANY BODY OF WATER AS FEDERAL. NCBA SAYS THIS MEANS CATTLEMAN COULD BE FORECED TO APPLY FOR PERMITS TO DO EVERY DAY TASKS, SUCH AS CLEANING OUT DITCHES.
