JOHN’S OPEN:

HELLO AND WELCOME TO U-S FARM REPORT, I'M JOHN PHIPPS. TO BE FAIR, I HAVEN'T SPARED MUCH TIME FROM HARVEST TO FOLLOW DEVELOPMENTS ON THE FARM BILL, BUT WHAT LITTLE I HAVE READ SUGGESTS TO ME THERE IS NOT MUCH TO FOLLOW. IT APPEARS NOT ONLY ARE THE MAJOR PLAYERS UNCERTAIN ABOUT THE OUTCOME, THEY ARE REALLY IN THE DARK ABOUT THE PROCESS. COMPROMISE HAS BECOME SYNONYMOUS WITH SURRENDER, SO NEGOTIATIONS HAVE NOWHERE TO GO. IN ADDITION OBSTRUCTIONISM HAS BEEN DEMONSTRATED TO BE AS EASY AS ONE SENATOR WITH A GRUDGE. FINALLY, THE NEW POLITICS OF SCARCITY MEANS WE CAN'T SPREAD MONEY AROUND TO PLEASE ALL THE STAKEHOLDERS. PREDICTIONS ARE EVEN MORE USELESS THAN USUAL UNDER THESE CONDITIONS.
WASHINGTON UPDATE:

THANK YOU, JOHN. AND HELLO EVERYONE. IT'S BUSINESS AS USUAL IN WASHINGTON D.C. AND IT'S AG LEGISLATION ON THE MOVE.

WRRDA:

ALSO IN WASHINGTON, FUNDING FOR U-S LOCKS AND DAMS IS MAKING HEADWAY.  THE HOUSE PASSED THE WATER RESOURCES, REFORM AND DEVELOPMENT ACT THIS WEEK WITH A 417 TO 3 VOTE. THE PROPOSED LEGISLATION IN THE HOUSE DE-AUTHORIZES SEVERAL OLD PROJECTS, WHILE AUTHORIZING MANY NEW ONES. THE LEGISLATION WILL MOVE INTO CONFERENCE COMMITTEE NEXT. THE WHITE HOUSE SAYS ITS SUPPORTS THE BILL OVERALL, BUT SAYS IT AUTHORIZES PROJECTS THEY THINK WILL HAVE A MARGINAL RETURN ON INVESTMENT.
