California Shuts Off the Spigot

The state of California has taken a dramatic step to curtail the use of limited water by shifting its State Water Project allocation to zero. The project includes 29 public water agencies that supply water to 750,000 acres and 25 million residents. Carry-over water will still be delivered, despite the change in allocation. This year is expected to be the driest in the history of the state; a late January assessment of the snowpack found that water content is at just 12% of the normal annual average.
