Regardless of what happens to the freestanding nutrition bill, the legislation needs to go to conference, says Rep. Frank Lucas (R-OK), chairman of the House Agriculture Committee.

"It’s time to work out the difference," Lucas tells AgriTalk in the third of a four-part series of video interviews. "Whether the House has passed language to reform the nutrition title or not, remember, the bill we passed, which I refer to as the farm bill farm bill, has no twelfth title, has no nutrition provision."

What’s more, there is plenty of incentive for the president and congressional leaders to reach consensus for an overarching farm bill that ensures enough food is available to the U.S. and the world.

"Clearly the president has a greater focus on the social welfare side of the farm bill than on the food production side," Lucas says. "But ultimately, if we can achieve a consensus in conference committee, I think we have a strong case."
