WE'RE LEARNING THE GOVERNMENT DOESN'T STOP ALL AT ONCE. AGENCIES HAVE TRICKS TO KEEP GOING FOR A WHLE, BUT AS OF OUR RECORDING, THE SHUTDOWN CONTINUES. WITH EVERY DAY MORE FUNCTIONS CEASE. SOME OF THE MOST IMPORTANT HAVE TO DO WITH OUR COMMODITY MARKETS. NOT ONLY ARE HOG FARMERS WITHOUT MARKET PRICES, BUT IN A FEW DAYS THE MUCH MORE IMPORTANT ENERGY SECTOR WILL HAVE LITTLE PRODUCTION OR PRICE REPORTING. WE DON'T KNOW ABOUT CROP SIZE OR PROGRESS, OR UNEMPLOYMENT, OR ANY NUMBER OF BUSINESS NUMBERS MARKETS DEPEND ON. AFTER ALL OUR GRIPING ABOUT HOW INACCURATE THOSE FIGURES ARE, WE'RE ABOUT TO FIND OUT HOW MUCH WE MISS THEM.

GOVERNMENT UPDATE:

USUALLY AT THIS TIME WE WOULD BE REPORTING THE LATEST SUPPLY-AND-DEMAND DATA FROM USDA. ON FRIDAY, THEIR MONTHLY REPORT WAS SCHEDULED FOR RELEASE. BUT BECAUSE OF THE GOVERNMENT FURLOUGH, THE WORKERS WHO WOULD GENERATE THE REPORT WERE NOT IN THE OFFICE.

NO REPORT:

LIKEWISE, THERE'S NO YIELD DATA OR CROP PROGRESS TO REPORT. THE GOVERNMENT SHUT DOWN IS PREVENTING ANY USDA REPORTS FROM BEING RELEASED. OUR OWN TYNE MORGAN DID HER OWN HARVEST TOUR, AND IN GENERAL, GROWERS IN SEVERAL STATES SAY THEY'RE ABOUT TWO WEEKS BEHIND.

EYE IN THE SKY:

AS WE WRAP UP OUR EYE IN THE SKY SERIES ON U-S FARM REPORT, WE HEAD OVER THE FIELDS OF CENTRAL ILLINOIS WHERE KEN FERRIE GIVES US A BIRDS EYE VIEW.

CROP WATCH:

IN CROPWATCH THE ALABAMA CORN CROP IS BIGGER - BOTH IN ACREAGE AND YIELD. A FARMER FROM HILLSBORO SAYS YIELDS ON HIS FIELD ARE 25-PERCENT OVER NORMAL.

LIKEWISE IN NORTHWEST SASKATCHEWAN. ONE FARMER POSTED ON AGWEB THAT HARVEST IS JUST ABOUT OVER. YIELDS ARE 25-PERCENT ABOVE AVERAGE, AND QUINT POTTINGER (POT-TING-ER) FARMS IN NEW HAVEN KENTUCKY. HE SAYS HARVEST IS ONLY ABOUT TWO WEEKS BEHIND. QUINT SAYS TIMELY RAINS HELPED SOYBEANS FINISH STRONG.

JOHN’S WORLD:

THE NATIONAL REVIEW COULD BE CALLED THE FLAGSHIP OF CONSERVATIVE MEDIA. I WAS INTERESTED THEN TO FIND ON THEIR WEBSITE AN ELOQUENT AND PERSUASIVE ESSAY FROM A FORMER REPUBLICAN SPEECHWRITER WHICH ARGUED FOR LINKING PRO-LIFE POLITICS WITH ANIMAL WELFARE POLITICS. MICHAEL SCULLY USED THE SAME LOGIC THAT HAS COMPLICATED THE RIGHT'S ANTI-ABORTION STANCE WHILE EMBRACING THE DEATH PENALTY: LIFE IS LIFE, AND SHOULD BE SACRED. SCULLY - A VEGAN - PROBABLY WON'T MAKE MANY CONVERTS IN A READERSHIP THAT HAS HEAVY CROSSOVER WITH THE NRA. BUT THE PATTERN OF SURPRISING DEBATES AMONG CONSERVATIVES OVER AG POLICIES SEEMS TO ME TO BE GROWING. THE LARGEST THREAT TO CROP INSURANCE SUBSIDIES, FOR EXAMPLE, COMES FROM EFFORTS BY ORGANIZATIONS LIKE THE HERITAGE FOUNDATION - NOT LIBERALS. INDEED THE STRANGE BEDFELLOWS IN THE FARM DEBATE INCLUDE LIBERTARIANS LIKE RAND PAUL AND THE ENVIRONMENTAL WORKING GROUP. THERE IS A CHANCE THAT SCULLY'S ANTI-MEAT RHETORIC WILL HAVE AN IMPACT ON SOME CONSERVATIVES LIKE EVANGELICALS. THEY ARE ALREADY EXPLORING NEW POSITIONS ON CLIMATE CHANGE THAT ALARM THE REST OF THE RIGHT. AT ANY RATE, THE DEBATE CANNOT BE HELPFUL TO AN INDUSTRY THAT IS SEEING MEAT CONSUMPTION DROP STEADILY. BUT THE LARGER QUESTION IS THE AGONIZING CHOICE THE RIGHT IS PRESENTING TO AGRICULTURE - WHICH HAS VOTED OVERWHELMINGLY CONSERVATIVE THE LAST FEW CYCLES. WITH FRIENDS LIKE THESE ON THE RIGHT, WHO NEEDS ANY ENEMIES ON THE LEFT?

HEADLINES:
TODAY ON U-S FARM REPORT...AN EARLY SNOWSTORM HITS WESTERN HERDS HARD. FARMER ORGANIZATIONS TAKE EPA TO COURT OVER THE CHESAPEAKE BAY RULING. AND WE VISIT THE SURPRISING OWNERS OF A SPECIAL POULTRY OPERATION.

HELLO AND WELCOME TO U-S FARM REPORT, I'M JOHN PHIPPS. IT JUST DAWNED ON ME LATE THIS WEEK THAT THE GOVERNMENT SHUTDOWN MIGHT HAVE BEEN MUCH SHORTER IF NOT FOR A SEEMINGLY UNRELATED DEVELOPMENT IN THE EARLY EIGHTIES: THE SPIN-OFF OF THE POSTAL SERVICE AS A QUASI-INDEPENDENT OPERATION. IF WE HADN'T GOTTEN ANY MAIL FOR THE LAST FEW DAYS, CONGRESS WOULD LIKELY BE HEARING EVEN MORE FROM CONSTITUENTS. TO MAKE ANOTHER NEEDLESS GOVERNMENT OUTAGE LESS LIKELY PERHAPS WE SHOULD NATIONALIZE THE NATIONS WIRELESS NETWORK, SO IT WOULD CEASE ALONG WITH OTHER GOVERNMENT FUNCTIONS. I'LL BET LOSS OF TWITTER AND FACEBOOK WOULD PROMPT IMMEDIATE ACTION. TIME NOW FOR THE HEADLINES.....HERE'S AL PELL IN FOR TYNE MORGAN.

WINTER STORM:

THE AFTERMATH OF THE BLIZZARD THAT BLASTED THE NORTHERN PLAINS LAST WEEKEND IS DEVESTATING TO CATTLE RANCHERS.

MISSOURI RIVER:

MEANWHILE, THE HEAVY SNOW IN SOUTH DAKOTA IS EXPECTED TO HELP REPLENISH RESERVOIRS ON THE MISSOURI RIVER. DROUGHT THIS SUMMER IN THE WESTERN CORN BELT KEPT WATER LEVELS AT LESS THAN OPTIMUM LEVELS. DESPITE THE INCREASE IN MOISTURE, THE CORPS OF ENGINEERS IS LIMITING HOW MUCH WATER IS RELEASED WHICH EVENTUALLY DUMPS INTO THE MISSISSIPPI RIVER.

CHESAPEAKE BAY:

MEANWHILE, THE AMERICAN FARM BUREAU AND THE NATIONAL CORN GROWERS ASSOCIATION ARE APPEALING A RECENT RULING REGARDING NUTRIENT MANAGEMENT OF THE CHESAPEAKE BAY.

TEXAS FERTILIZER PLANT:

THE OWNERS OF A TEXAS FERTILIZER FACILITY THAT EXPLODED LAST SPRING HAVE NOW BEEN CITED BY THE FEDERAL GOVERNMENT. 15 PEOPLE - MANY OF THEM FIREFIGHTERS - DIED IN THE BLAST AT 'WEST FERTILIZER COMPANY'. THE OWNERS FACE 24 SERIOUS SAFETY VIOLATIONS AND FINES OF 118-THOUSAND DOLLARS. THE COMPANY WAS CITED FOR UNSAFE HANDLING AND STORAGE OF FERTILIZERS, ANHYDROUS AMMONIA AND AMMONIUM NITRATE.
IT WAS ALSO CITED FOR NOT HAVING AN EMERGENCY RESPONSE PLAN.

HEARTLAND FREE RANGE CHICKENS:

NOT MANY PEOPLE CAN PROBABLY SAY THEY KNEW IN FIRST GRADE WHAT CAREER PATH THEY WOULD TAKE. BUT THE STANTON BROTHERS OF CENTRALIA, MISSOURI KNEW EARLY-ON THAT POULTRY WAS THEIR PASSION. IT STEMS FROM A 4-H PROJECT INVOLVING NEWLY HATCHED HENS. NOW THESE YOUNG MEN - ONE IN HIGH SCHOOL AND ONE IN COLLEGE - ARE MAKING A NAME FOR THEMSELVES IN THE POULTRY BUSINESS. SHANNON YOAKLEY WITH UNIVERSITY OF MISSOURI EXTENSION HAS MORE ON THEIR SUCCESS.

TIME FOR TRACTOR TALES. AND AL, THIS ONE HAS A RATHER UNIQUE NAME. JOHN, IT'S A 1960 FORDSON DEXTA. (YES, DEXTA). SIMILAR IN SIZE TO THE FORD 8-N SERIES, THIS CLASSIC 3-CYLINDER DIESEL WAS BUILT FOR THE SMALL FARMING OPERATION. THE FORDSON DEXTA WAS BUILT FROM 1958 TO 1961 IN EUROPE.

CHURCH SALUTE:

TODAY'S COUNTRY CHURCH SALUTE GOES TO THE EURE {UR} BAPTIST CHURCH OF EURE, NORTH CAROLINA. IT WAS 1913 WHEN FOUR FAMLIES IN THE COMMUNITY GOT TOGETHER TO START THE CHURCH. EVEN THOUGH MONEY WAS SCARCE, THEY MANAGED TO GET ENOUGH TO BUILD A CHURCH. THREE ADDITIONS HAVE BEEN ADDED OVER THE YEARS. BUT THEY STILL WORSHIP IN THE ORIGINAL BUILDING. PASTOR WAYNE PROCTOR CURRENTLY LEADS THE CONGREGATION. OUR THANKS TO JOYCE EURE FOR SHARING THE HISTORY. BY THE WAY, her HUSBAND RUNS A SMALL COW-CALF OPERATION AND NEVER MISSES U-S FARM REPORT. " I ALSO THINK THAT THE PATENT ON GMO'S PROHIBITS ANY OUTSIDE TESTING WHICH MEANS THAT THE ONLY ONE ALLOWED TO TEST WOULD BE THE CORPORATIONS THEMSELVES. PRETTY MUCH THE FOX GUARDING THE HEN HOUSE." I VISITED THE WEBSITE YOU RECOMMENDED AND THINK THE BIGGEST PROBLEM FOR ME IS THE FACT GMO OPPONENTS, LIKE MANY WHO ARE OPPOSED TO SOME TECHNOLOGY, ARE ASKING FOR THE ILLOGICAL. IT IS IMPOSSIBLE TO PROVE SOMETHING IS SAFE. SAFE IS AN ABSOLUTE. YOU CAN OFFER COMPARISONS - AS SAFE AS..., BUT PROVING SOMETHING WILL DO NO HARM REQUIRES INFINITE TESTING. YOU CAN ONLY PROVE X DOES Y, NOT THAT IT DOESN'T. SCIENTISTS KNOW THIS AND ARE CAREFUL NOT TO USE THE WORD "SAFE" LOOSELY. THAT SAID, FOR OVER TWENTY YEARS OPPONENTS OF GMO'S HAVE TRIED TO PROVE GMO'S CAUSE VARIOUS HEALTH OR SAFETY PROBLEMS AND HAVE BEEN UNSUCCESSFUL. AND NO, INTELLECTUAL PROERTY RIGHTS DO NOT PREVENT ANY RESEARCHERS FROM TESTING GMO PRODUCTS, IT PREVENTS THEM FROM GROWING OR DUPLICATING GMOS AND SELLING THEM.
