JAPANESE PRIME MINISTER SHINZO ABE MADE THE ROUNDS FRIDAY ON CAPITOL  HILL. BEFORE MEETING WITH PRESIDENT TRUMP, ABE MET WITH CONGRESSIONAL  LEADERS AND EXECUTIVES FROM THE U-S CHAMBER OF COMMERCE. NEWLY SWORN-IN SECRETARY OF STATE REX TILLERSON MET WITH HIS  JAPANESE COUNTERPART ON FRIDAY AS WELL. DURING THE MEETING, BETWEEN TRUMP AND ABE-- THE JAPANESE PRIME  MINISTER-- SAYS HE WAS FULLY AWARE OF THE PRESIDENT'S DECISION TO  WITHDRAW FROM TPP. ADDING THAT THE U.S. AND JAPAN HAVE AGREED ON A NEW FRAMEWORK AND  HE'S OPTIMISTIC ABOUT TRADE IN THE FUTURE. ONCE PRESIDENT TRUMP SIGNED THE EXECUTIVE ORDER WITHDRAWING THE U-S  FROM THE TRANS PACIFIC PARTNERSHIP, THE AG LOBBY BECAME QUITE VOCAL  ON THE NEED TO DEVELOP BI-LATERIAL TRADE DEALS WITH INDIVIDUAL  COUNTRIES. JAPAN IN PARTICULAR.

TRADE IMPACT ON BEEF
BETSY JIBBEN LOOKS AT THE NEED FOR A TRADE PACT AND POTENTIAL IMPACT  TO THE U-S BEEF INDUSTRY. THE U.S. BEEF HERD IS EXPANDING AND THE INDUSTRY IS WANTING EXPORT  MARKET ACCESS TO GROW TOO.  "WE HAVE A HUGE VALUE IN OUR EXPORTS. AS MUCH AS 300 DOLLARS A HEAD,"SHORTLY AFTER TAKING OFFICE, PRESIDENT DONALD TRUMP WITHDREW THE  U.S. FROM THE TRANS-PACIFIC-PARTNERSHIP AGREEMENT BETWEEN 12 PACIFIC  RIM COUNTRIES - A BIG BLOW TO THE U.S. BEEF INDUSTRY.  "WAS THE TPP DECISION A DISAPPOINTMENT FOR ANIMAL AGRICULTURE? UNQUESTIONABLY IT WAS,""YOU KNOW I VOTED FOR PRESIDENT TRUMP BUT HE WIPED THAT OUT RIGHT IN FRONT OF US," JAPAN WAS INCLUDED IN THE DEAL - AND IS ONE OF THE U.S. BEEF INDUSTRY'S  BIGGEST BUYERS.  NOW INDUSTRY LEADERS ARE ASKING FOR SOME FORM OF TRADE DEAL WITH  THE COUNTRY - BECAUSE HIGH TARIFFS  ARE A PROBLEM.  NCBA SAYS JAPAN'S 38-POINT-5 PERCENT TARIFF ON FRESH AND FROZEN BEEF  WOULD HAVE BEEN CUT TO 9 PERCENT WITH THE TPP.  "IF IT'S A BI-LATERAL AGREEMENT, WE CAN SUPPORT THAT, WE JUST NEED IT TO START SOONER THAN LATER  BECAUSE EVERYDAY WE DON'T HAVE THE ABILITY TO BRING DOWN THAT TARIFF AND TO COMPETE WITH THE  AUSTRALIANS, WE ARE LOSING 400-THOUSAND DOLLARS A DAY IN OUR ACCESS TO THE JAPANESE MARKET.  THOSE ARE NOT SUSTAINABLE LOSSES,"AUSTRALIA - ONE OF THE LARGEST COMPETITORS WITH U.S. BEEF- SIGNED A BI- LATERAL AGREEMENT WITH THE JAPAN AND PAY A MUCH LOWER TARIFF RATE - GIVING U.S. PRODUCERS A DISADVANTAGE.  "THE CONVERSATIONS WE'RE GOING TO HAVE WITH THE TRUMP ADMINISTRATION IS NOT NECESSARILY  CONVINCING THEM THAT TRADE IS GOOD, BUT CONVIVNCING THEM THEY NEED TO WORK AS QUICKLY AS  POSSIBLE TO GIVE US THE ACCESS WE NEED."PRESIDENT TRUMP IS ALSO VOCAL ABOUT RE-NEGOTATING NAFTA - A TRADE  AGREEMENT BETWEEN  - MEXICO CANADA AND THE U.S. .  "I HAVE SERIOUS CONCERNS ABOUT NAFTA, NAFTA HAS BEEN A CATASTROPHY FOR OUR COUNTRY, A  CASTROPHEY FOR OUR WORKERS, AND OUR JOBS AND WORKERS. THEY'RE LEAVING OUR COUNTRY."A DEAL THAT SEEMS TO BE SPLIT WITHIN THE INDUSTRY.  "ANYTHING THAT GOES AND TWEAKS NAFTA, WE HOPE WE WON'T HAVE AN IMPACT ON THE LIVESTOCK  ADN BEEF TRADE BECAUSE RIGHT NOW, WE THINK THAT'S GOING EXTREMELY WELL,""FIRST OF ALL, I HOPE WE DON'T TEAR APART NAFTA,""IF YOU LOOK AT THE BEEF AND PORK COMPLEX, THAT CONSITUTES ABOUT 40 PERCNT OF OUR TOTAL  EXPORTS FROM THE U.S.,"SENG SAYS THE U.S. HAS TO BE CAREFUL NOT TO GIVE UP A TRADE AGREEMENT  WITHOUT SOMETHING TO FILL THE VOID.  "MY FATHER ONCE SAID YOU SHOULDN'T QUIT A JOB UNTIL YOU HAVE ANOTHER ONE. THOSE HIGHER TARIFFS - ANNOUNCED LAST MONTH - LED TO THE CANCELLATION  OF SEVERAL SHIPMENTS OF DDGS FROM THE U-S TO CHINA. DDGS ARE A FEED  SOURCE FOR CHINA'S BURGEONING PROTEIN SECTOR. THE RENEWABLE FFUELS ASSOCIATION, GROWTH ENERGY AND THE U.S. GRAINS  COUNCIL PENNING A LETTER TO PRESIDENT TRUMP THIS WEEK SAYING THE  TARIFFS ARE HURTING THE INDUSTRIES AND ITS FARMERS.  THE ORGANIZATIONS SAY DDG SHIPMENTS ARE HIT THE HARDEST. "THERE IS A COUPLE OF SMALL SALES GOING ON WITH DDGS BUT WHEN YOU  HAVE A 92 PERCENT TARIFF WHEN YOU ADD EVERYTHING UP ON THE DDGS, YOU  HAVE TO BE A VERY SMART TRADER TO BE ABLE TO MAKE THAT WORK. THERE  HAVE BEEN A FEW SALES HERE AND THERE, LESS THAN 10 THOUSAND TONS IN A  MARKET THAT WAS A 1.16 BILLION DOLLAR MARKET FOR US AND WELL OVER 3 TO  4 MILLION TONS SO, YES, IT HAS SLOWED DOWN. NOT SAYING ITS ABSOLUTELY  SHUT OFF BUT VIRTUALLY ITS BEEN SHUT OFF,"SLEIGHT SAYS CHINA UPPED ITS TARIFF ON U.S. ETHANOL TO 30 TO 40 PERCENT  DEPENDING ON THE COMPANY. CALIFORNIA TO JOIN MMO
IT APPEARS CALIFORNIA DAIRY PRODUCERS WILL BE JOINING THE REST OF THE  COUNTRY WHEN IT COMES TO MILK PRICES. THE AG DEPARTMENT ANNOUNCED FRIDAY THAT CALIFORNIA SHOULD JOIN THE  FEDERAL MILK MARKETING ORDER. USDA WILL PUBLISH THE PROPOSED RULE TUESDAY. IT'S BEEN A LONG TIME COMING.  CALIFORNIA DAIRY PRODUCERS FIRST  PETITIONED USDA IN 2015. THE FEDERAL M-M-O IS SUPPOSED TO ENSURE THAT PARTICIPATING DAIRY  FARMERS RECEIVE A UNIFORM PRICE FOR THEIR MILK BASED ON MARKET  PRICES. BUT SINCE CALIFORNIA HAD ITS OWN RULES, THEIR PRICES WERE ABOUT TWO DOLLARS LESS PER HUNDREDWEIGHT.
