THOSE AREAS WILL LIKELY SEE VERY COLD TEMPS.USDA'S BRAD RIPPEY SAYS LA NINA'S PRESENCE IS BEING FELT. "LAST YEAR WE HAD NEAR RECORD STRENGTH EL NINO OR WARM WATER IN EQUATORIAL PACIFIC,  ESPECIALLY TOWARDS SOUTH AMERICA COAST,  WHICH FUELED A WINTER THAT ESPECIALLY EARLY ON WAS  INCREDIBLY MILD AND VIRTUALLY SNOW FREE ACROSS THE U.S. NOW THIS YEAR WE HAVE A WEAK LA NINA WHICH IS THE OPPOSITE CONDITION WHICH IS COOL WATER IN THE CENTRAL AND EASTERN EQUATORIAL  PACIFIC AND WITH THAT OPPOSITE CONDITION WE HAVE SEEN OVER THE PAST SEVERAL WEEKS CONDITIONS THAT ARE VERY CONSISTENT WITH LA NINA DEVELOPING ACROSS THE UNITED STATES." THE HEATING SEASON IS OFF TO A COLD AND SNOWY START...AND WINTER  DOESN'T OFFICIALLY START UNTIL THIS COMING WEDNESDAY. THE NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION IS EXPECTING  TEMPERATURES TO BE COLDER THAN LAST YEAR EAST OF THE ROCKIES.  THE  NORTHEAST AND MIDWEST ARE PROJECTED TO BE 17-PERCENT COLDER. COLDER TEMPS MEAN HIGHER ENERGY BILLS.  THE ENERGY INFORMATION ADMINISTRATION SAYS U-S HOUSEHOLDS HEATED BY  NATURAL GAS WILL SPEND ONE-HUNDRED-AND-16 DOLLARS MORE THIS HEATING  SEASON THAN LAST.ABOUT HALF OF ALL HOMES IN THIS COUNTRY USE NATURAL GAS FOR HEAT. THE PRICE FOR NATURAL GAS IS ABOUT ELEVEN PERCENT HIGHER THAN A YEAR  AGO. THE REQUEST ALSO ASKS THE WTO TO CONVENE A PANEL HEARING ON THE  DISPUTE IT FILED BACK IN SEPTEMBER AGAINST CHINA'S EXCESSIVE MARKET  PRICE SUPPORTS.
