NOVAK SAYS WHILE THE PROGRAMS ARE COSTING MORE DUE TO LOWER GRAIN PRICES, IT'S CYCLICAL. BUT FOR NOW, CORN FARMERS NEED THAT SAFETY NET IN PLACE.
