FRUSTRATION BUILDS WITH AN AGRICULTURE SECRETARY IN  LIMBO AT USDA. 'THERE'S NOBODY THERE TO ASK."PLUS, TEAM COVERAGE FROM COMMODITY CLASSIC.  "WE'RE TALKING ABOUT THE FARM BILL AND HOW IT MAY IMPACT FARMERS IN  2018 WHEN IT'S DONE WE'LL HAVE THAT STORY FROM COMMODITY CLASSIC."   "AND THERE'S A DIVIDE IN THE RENEWABLE FUELS INDUSTRY WE'LL TELL YOU  WHY IN OUR COVERAGE FROM COMMODITY CLASSIC." IN ANALYSIS - GAUGING THE MARKET MOOD. AGDAY-BROUGHT TO YOU BY THE DEPENDABLE, LONG LASTING CHEVY  SILVERADO.

PERDUE NOMINATION HOLDUP
GOOD MORNING I'M BETSY JIBBEN. CLINTON GRIFFITHS WILL JOIN US WITH  COVERAGE OF COMMODITY CLASSIC. TOPPING OUR NEWS - SEVEN WEEKS HAVE PASSED SINCE THE WHITE HOUSE  NAMED SONNY PERDUE AS THE NEXT SECRETARY OF AGRICULTURE. BUT NO  CONFIRMATION HEARING HAS BEEN HELD...USDA REMAINS WITHOUT ITS CHIEF  EXECUTIVE... AND FARM GROUPS ARE GROWING ANTSY. ACCORDING TO OUR CONTACTS IN WASHINGTON, THERE'S A DELAY IN PERDUE'S  NECESSARY PAPERWORK WHICH INCLUDES FINANCIAL HISTORY, ETHICS  DISCLOSURES AND A BACKGROUND CHECK FROM F-B-I.  WITHOUT THOSE REQUIREMENTS, THE SENATE AG COMMITTEE IS UNABLE TO  SCHEDULE A CONFIRMATION HEARING. AND WITHOUT AN AG SECRETARY,  ROUTINE PROCESSES GRIND TO A HALT. "IT'S NOT JUST THE SECRETARY. WE CAN'T MOVE ONTO THINKING ABOUT  CONFIRMATION HEARINGS AND EVEN NAMES FOR DEPUTIES AND  UNDERESECRETARIES UNTIL WE GET A SECRETARY IN PLACE. IT'S ALWAYS FUNNY  PEOPLE CALL ME AND WANT TO KNKOW AND I THINK THREE MONTHS AGO I  COULD PICK UP THE PHONE AND CALLED USDA AND HAD AN ANSWER IN TEN  MINUTES BUT NOW THERE'S NOBODY THERE TO ASK."

CONNAWAY PRESS CONFERENCE
COVERAGE OF THE 2017 COMMODITY CLASSIC IS BROUGHT TO YOU BY FARMERS EDGE.  FOR THE  LATEST IN MAKING SENSE OF YOUR DATA, VISIT GROWYOURRETURNS.COM.  THE 2017 COMMODITY CLASSIC IS NOW IN THE BOOKS.  COMMODITY GROUPS  FINISHED THEIR ANNUAL MEETINGS WITH A SENSE OF URGENCY. NOT ONLY IS  THERE  'UNKNOWN' ASPECTS OF U-S TRADE POLICY, BUT CONGRESS IS RAMPING- UP TO WRITE THE NEXT FARM BILL. WE HAVE TEAM COVERAGE, INCLUDING TYNE MORGAN LOOKING AT THE RECENT  FLAP OVER THE RENEWABLE FUELS STANDARD. BUT WE BEGIN WITH CLINTON GRIFFITHS WHO LOOKS AT WHAT LIES AHEAD FOR  AMERICA'S FARMERS...AND ACTION FROM WASHINGTON. BETSY ONE THING WE DO KNOW ABOUT 2017— IS THAT UNLESS THINGS CHANGE  FARM INCOMES ARE LIKELY TO BE DOWN. AND IN TOUGH TIMES, A STRONG  SAFETY NET IS IMPORTANT. THAT WAS A MAJOR FOCUS OF TEXAS' OWN MIKE  CONAWAY AS HE SPOKE TO FARMERS HERE IN SAN ANTONIO. THE CHAIRMAN OF THE HOUSE AG COMMITTEE HAS A MESSAGE. I'VE BEEN ON A TWO YEAR HONEYMOON WITH PRODUCTION AGRICULTURE. EVERYBODY LOVES ME  AND THEY ALL GIVE ME HUGS AND KISSES AND STANDING OVATIONS BECAUSE I HAVEN'T DONE THE  FARM BILL.WORK ON THE 2018 FARM BILL IS ALREADY UNDERWAY AND CONAWAY IS  CONFIDENT IT WILL GET DONE ON TIME. ICAN'T FIND ONE PERSON WHO SAYS NOPE I LIKE THE DRAMA OF AN EXPIRATION I LIKE  THE DRAMA OF SHORT TERM EXTENSION I LIKE THE DRAMA OF THING COMING BACK BUT IT'S THE RIGHT  THING TO DO. FARM GROUPS HERE AT COMMODITY CLASSIC SAY THEY TOO DON'T SEE TOO  MANY HURDLES IN THE WAY. I THINK THAT BY IN LARGE WE THINK THAT THINGS ARE WORKING PRETTY  WELL FOR SOYBEAN FARMERS. WE RECOGNIZE THAT THERE ARE SOME THINGS THAT NEED TO CHANGE IN  THE COTTON PROGRAM IN THE DAIRY PROGRAM /// CONAWAY AGREES. STAXX WON'T WORK, AND I HAVE TO GET COTTON DOWN INTO TITLE ONE SO THAT'S ONE THING WE'LL  HAVE TO MAK. HE DOES EXPECT TWEEKS TO BOTH PLC AND SPECIFICALLY ARC. ONE OF THE MISSIONS THAT THE ARC PROGRAM WAS NOT EFFECTIVE ON WAS A LONG TERM DOWN  PRICE REDUCTION AND THAT WAS TOLD TO THOSE FOLKS WHO WANTED THAT PROGRAM IN 14'. BUT THERE'S BEEN SOME PROBLEMS WITH ARC. I DON'T THINK THAT'S NEWS TO  ANYBODY SO NONE OF THIS IS CONFIRMED BUT WE ARE LOOKING AT SMALLER AREAS OUT WEST YOU HAVE  SUCH LARGE COUNTIES MAYBE WE SHOULD BE LOOKING AT CROP INSURANCE DISTRICTS. WHEN IT COMES TO SPLITTING THE FARMING AND NUTRITION TITLES CONAWAY  MADE NO PROMISES OTHER THAN TO SAY HE'LL DO WHAT NEEDS TO BE DONE TO  GET BOTH PASSED. HE BELIEVES ULTIMATELY THE FARM BILL WILL DESERVES  SUPPORT FROM ALL SIDES OF THE AISLE.  SO AS WE LOOK AT THESE CHANGES PROPOSED CHANGES OR ELIMINATIONS WHAT'S IT DO TO THE  COST OF FOOD. THAT SINGLE MOM OUT THERE LIVING PAYCHECK TO PAYCHECK HER FOOD BUDGET IS  WHERE SHE FLEXES. SO WHATEVER WE DO, THE CURRENT SYSTEM WITH HARD WORK SWEAT AND RISK TAKING AND YES  A SAFETY NET WHEN TIMES GET LIKE THEY ARE NOW AND I DON'T WANT TO SCREW THAT UP. OF COURSE CHAIRMAN CONNAWAY ADRESSING MANY OTHER TOPICS INCLUDING  RFS REFORM AND ETHANOL.

POSSIBLE RFS CHANGES
PLENTY OF NEWS ON THAT FRONT THIS WEEK, TYNE  MORGAN JOINS US NOW WITH MORE. ALRIGHT THANKS CLINTON WELL DURING THE COMMODITY CLASSIC IN A LOT OF  BUZZ ABOUT THE RENEWABLE FUEL STANDARD POSSIBLE CHANGES CHANGES  TO THE POINT OF OBLIGATION TO CHANGES TO SOME OTHER OF THE REVAPOR PRESSURE AS WELL KIND OF THOSE TWO SEEM TO OFFSET EACH OTHER BUT  WHEN IT COMES DOWN TO IT CHIP WHAT DO THESE CHANGES TO THE RFS MEAN  WELL I AM WE DON'T KNOW FOR SURE THAT THE CHANGES ARE EVEN GOING TO  HAPPEN OK THERE 'S A LOT OF SMOKE AROUND THIS I GET THAT SO THERE 'S  PROBABLY SOME FIRE BURNING WITH THAT MORE AND MORE THAN LIKELY WE  ARE GOING TO SEE THE WHITE HOUSE PUSH FORWARD TO MAKE THESE  CHANGES NOW ON THE CHANGE IN THE POINT OF OBLIGATION THERE 'S A GROUP  OUT THERE THAT SAYS NO WE NEED TO KEEP THE POINT OF OBLIGATION WORDS  AT WHERE IT'S AT RIGHT NOW BECAUSE IT PROVIDES THE MARKET ACCESS THAT  THE THAT THE RFS IS DESIGNED TO PROVIDE ON THE OTHER HAND THE REVAPOR PRESSURE THE WAIVER FOR E FIFTEEN MAKING E FIFTEEN AVAILABLE YEAR  ROUND RATHER THAN EIGHT MONTHS OUT OF THE YEAR IN MOST LOCATIONS  THERE 'S THAT GROUP THAT BELIEVES THAT THE OFFSET OF HAVING THE  AVAILABILITY TO OFFER E FIFTEEN WILL OFFSET THE LOSS OF THE MARKET  ACCESS. SO IT 'S A LOT OF MOVING PARTS HERE TYNE. BUT AT THE END OF THE  DAY DO YOU THINK IT INCREASES CORN DEMAND OVERTIME LIKE HOW LONG LET  'S GO THREE YEARS OUT THREE YEARS ALL RIGHT BUT THERE IS STILL A LOT OF  DIVIDE WITHIN THE RENEWABLE FUELS INDUSTRY RIGHT NOW OVER THESE  POSSIBLE CHANGES AND A BETWEEN THE REFINERS THERE ARE REFINERS THAT  WOULD LIKE TO KEEP THE POINT OF OBLIGATION ON WITH THEM OK AND THEY'RE  AT IT. THEY'RE LIKE YOU SAID THERE 'S A DIVIDE IN THE INDUSTRY IN THE  ETHANOL INDUSTRY ON EXACTLY HOW THIS SHOULD ALL PLAY OUT THE ETHANOL  INDUSTRY AND THAT THE ETHANOL GROUP 'S THE THE PRODUCERS ARE DIVIDED  RIGHT NOW AND WE NEED TO BRING THEM BACK TOGETHER FOR GOING TO MOVE THE INDUSTRY. FORWARD YOU EXACTLY RIGHT AND WE'LL CONTINUE TO  FOLLOW THIS AS THIS STORY EVOLVES REPORTING FROM COMMODITY CLASSIC  I'M TYNE MORGAN FOR AGDAY

VETERINARY STUDENT LOAN REPAYMENT
THANKS TYNE. LAWMAKERS ARE TRYING TO HELP YOUNG VETERINARIANS WHO WORK IN  UNDER-SERVED PARTS OF THE COUNTRY. A FEDERAL PROGRAM IS ALREADY IN PLACE TO HELP THE VETERINARY  STUDENTS RE-PAY THEIR STUDENT LOANS.  IN RETURN THE NEW VETS MAKE A  THREE YEAR COMMITTMENT TO PRACTICE IN AREAS OF THE COUNTRY FACING A  VETERINARY SHORTAGE.  NOW, A BILL HAS BEEN INTRODUCED TO WAIVE THE 39-PERCENT FEDERAL  INCOME WITH-HOLDING TAX FOR QUALIFIED VETERINARIANS IN THE LOAN  REPAYMENT PROGRAMS. THERE ARE SIMILAR BI-PARTISAN BILLS IN BOTH THE HOUSE AND SENATE.

WEATHER
WELCOME BACK METEOROLOGIST CINDI CLAWSON FILLING IN FOR MIKE HOFFMAN THIS MORNING. CINDI, IS MARCH COMING IN MORE LIKE A LION OR LIKE A LAMB? WELL, FOR A LOT OF FOLKS IT HAS BEEN MORE LIKE A LION AS WE HAVE SEEN SEVERE WEATHER LAST WEEK AND THEN TURNING REALLY COLD SO IT REALLY, WE SEEN A LOT OF UPS AND DOWNS IN A LOT OF THE COUNTRY.   LET 'S TAKE A LOOK THOUGH AT THE DROUGHT MONITOR TO START OFF WITH YOUR WEEK.OBVIOUSLY WE'VE SEEN A LOT OF IMPROVEMENTS IN THE SOUTHWEST, ESPECIALLY IN CALIFORNIA BUT WE HAVE SEEN SOME DRIER CONDITIONS EXPANDING IN MUCH OF THE NATION 'S MIDSECTION AND INTO THE EAST AS WELL NOT OVER ALL OVER THE NEXT THIRTY TO NINETY DAYS. WE ARE LOOKING AT IMPROVEMENT FROM MOST OF THESE AREAS. I THINK THE ONE AREA THAT WE MAY HAVE TO KEEP AN EYE ON ESPECIALLY HERE IN THE WESTERN PARTS OF THE PLAINS STATES.  TAKE A LOOK AT THE RAIN THAT WE HAD OVER THE PAST SEVEN DAYS, WHILE WE ARE LOOKING AT A LOT OF RAIN FROM THOSE STORMS THAT PUSHED THROUGH ESPECIALLY THE EARLY PART OF LAST WEEK AND ESPECIALLY SOUTHERN INDIANA IN TWO SOUTHWESTERN OHIO, NORTHERN KENTUCKY. THEY GOT HIT PRETTY HARD WITH SOME RAIN A LOT OF AREAS IN WELL OVER THREE INCHES OF RAIN, EVEN UP TO FIVE INCHES OF RAIN ESTIMATED BUT A LOT OF THESE AREAS AS THESE STORMS MOVED THROUGH DID SEE A QUITE A BIT OF RAIN OVER THE LAST WEEK. AS FAR AS THE JET STREAM IS CONCERNED STILL HAD UPS AND DOWNS FOR THOSE TEMPERATURES ESPECIALLY IN THE EAST WERE STARTING OFF WITH WARM WEATHER THERE.COLDER IN THE NORTHWEST AND WE WILL SEE SOME STORMY CONDITIONS MOVING ACROSSTHE UNITED STATES WITH THAT TROUGH MOVING THROUGH AS WELL. SO WILL BE COOLER AGAIN FOR A WHILE SEE THAT RIDGE DEVELOPING INTO THE WEST AND THEN YOU SEE ANOTHER TROUGH RIGHT ON ITS HEELS. WE'LL SEE MORE STORMY CONDITIONS STARTING TO MOVE ACROSS AS WE GET INTO NEXT WEEKENDALL RIGHT NOW AS WE TAKE A LOOK AT WHAT WE'RE EXPECTING FOR THIS WEEK, LOOKING AT SOME WARM TEMPERATURES ONCE AGAIN FROM THE ENTIRE EASTERN PART OF THE COUNTRY AND A GOOD CHUNK OF THE WEST AS WELL THE ONLY PLACE WE'RE LOOKING AT COOLER TEMPERATURES IT 'S REALLY GOING TO BE IN THE PACIFIC NORTHWEST NOW AS WE LOOK OF PRECIPITATION WHEN THIS SEE MORE STORMY CONDITIONS ESPECIALLY AS YOU GET OVER TOWARDS THE MISSISSIPPI AND EAST WHERE IT'S THE GREAT LAKES ALL THE WAY DOWN INTO THE SOUTHWEST STORMY CONDITIONS CONTINUE IN THE NORTHWEST, A LITTLE ON THE DRY SIDE IN THE SOUTHWEST AND AT LEAST A SMALL PART OF THE SOUTHEAST. A LITTLE FURTHER INTO THE FUTURE, MORE ABOVE NORMAL TEMPERATURES FOR MOST OF THE COUNTRY ESPECIALLY THE SOUTHERN HALF  WHERE WE SEE THOSE COOLER TEMPERATURES WILL WE SEE SOME SLIGHTLY RAINIER CONDITIONS IN THE NORTHWEST AND PRECIPITATION OVER THE NEXT THIRTY DAYS LOOKS A LOT LIKE WHAT WE'RE EXPECTING OVER THE NEXT WEEK, ABOVE NORMAL PRECIPITATION GREAT LAKES ALL THE WAY DOWN TO THE GULF COAST AND INTO THE PACIFIC NORTHWEST WHERE WE'RE GOING TO BE SEEING THOSE DRIER CONDITIONS IN THE SOUTHWESTERN UNITED STATES THAT 'S A LOOK AT YOUR NATIONAL FORECAST NOW HERE 'S THE WEATHER WHERE YOU LIVE WINLOCK, WASHINGTON, CLOUDY WITH RAIN AND SNOW POSSIBLE FOR YOU TODAY WITH A HIGH OF FORTY THREE DEGREES. IN KNOXVILLE, IOWA, SHOWERS AND THUNDERSTORMS WITH WINDY CONDITIONS AND A HIGH OF SEVENTY. WARSAW, NORTH CAROLINA SUNSHINE WITH HIGHS OF SIXTY SEVEN.

TEASE

RESEARCHERS SAY THERE IS AN EXERCISE THAT WILL HELP KEEP KIDS LIVING  WITH ASTHMA FIT *AND* REDUCE SYMPTOMS.  IN THE COUNTRY IS NEXT.

IN THE COUNTRY
IN THE COUNTRY - BROUGHT TO YOU BY KUBOTA.  SEE THE ALL-NEW KOMMANDER-PRO ZERO-TURN  MOWER AT KUBOTA.COM. MORE THAN 6 MILLION CHILDREN LIVE WITH ASTHMA IN THE U.S.  SOME OF THOSE  ARE FARM KIDS. BUT RESEARCH IS SHOWING ONE EXERCISE MAY ACTUALLY  IMPROVE SYMPTOMS. CLARK POWELL HAS DETAILS IN THIS REPORT PROVIDED  BY NATIONAL JEWISH HEALTH. ELEVEN-YEAR-OLD KRISTIAN JACKSON SUFFERS WITH SEVERE ASTHMA, SO  EXERCISE HASN'T ALWAYS BEEN EASY. IN FACT, AT TIMES, IT'S EVEN LED TO  SERIOUS ATTACKS. "WHEN IT STARTS TO FLARE UP, LIKE MY SHOULDERS GO UP, IT FEELS TIGHT LIKE  EVERYTHING'S KIND OF BLACKING OUT, BECAUSE IT FEELS LIKE I'M GOING TO FAINT OR SOMETHING."   KRISTIAN RELIES ON DAILY MEDICATION TO CONTROL HIS ASTHMA, AND IN THE  PAST, HE STRUGGLED TO FIND WAYS TO SAFELY STAY ACTIVE.  UNTIL HE WAS  INTRODUCED TO THE POOL. "IF YOU WANT A SPECIFIC RECOMMENDATION AS TO AN ACTIVITY THAT  WON'T TRIGGER AN ASTHMA ATTACK, SWIMMING TENDS TO BE A GREAT ONE."  BUT FOR KRISTIAN,  SWIMMING ISN'T JUST A PASTIME, IT'S PART OF HIS SCHOOL CURRICULUM.  KRISTIAN GOES TO MORGRIDGE ACADEMY ON THE CAMPUS OF NATIONAL JEWISH  HEALTH IN DENVER. IT'S A SCHOOL SPECIFICALLY FOR CHILDREN WITH CHRONIC  ILLNESSES WHO NEED DAILY MEDICAL TREATMENT. THEY SEE SWIMMING AS  MORE THAN EXERCISE, TO THESE EXPERTS, IT'S THERAPY. "WHEN YOU GET THEM INTO  THAT POOL WITH THAT WARM AIR, AND TEACH THEM HOW TO REGULATE THEIR BREATHING, THEY CAN DO A  LOT MORE WITH PHYSICAL ACTIVITY THAN THEY WOULD BE ABLE TO DO OTHERWISE." DOCTOR TOD  OLIN SAYS THE KEY IS THE HUMID AIR IN THE INDOOR POOL, WHICH KEEPS  AIRWAYS OPEN.SOMETHING FOR ALL PARENTS TO CONSIDER IF THEY HAVE CHILDREN WITH  ASTHMA, BECAUSE EXERCISING OUTDOORS - ESPECIALLY IN THE COLD - CAN  CAUSE PROBLEMS. "THE AIRWAYS DRY OUT A LITTLE BIT. AND THEN THAT SETS OFF A CASCADE OF  REACTIONS THAT ULTIMATELY SQUEEZES DOWN THE AIRWAY. SO IF WE CAN PREVENT THAT INITIAL AIRWAY- DRYING STEP BY STAYING IN A HUMID ENVIRONMENT, WE PREVENT THE ASTHMA ATTACK ALL TOGETHER."   IT'S WORKED FOR KRISTIAN, WHOSE TIME IN THE POOL HAS LED TO VAST  IMPROVEMENTS IN HIS LUNGS. "IT FEELS LIKE IT STRENGTHENS THEM. IT REALLY STRENGTHENS  MY MUSCLES, AND IT'S ALSO REALLY FUN."  AT NATIONAL JEWISH HEALTH IN DENVER, THIS IS  CLARK POWELL REPORTING. EXPERTS SAY SWIMMING ALSO HELPS KIDS CONTROL BREATHING BECAUSE THEY  ARE FORCED TO TAKE LONG, DEEP BREATHS BEFORE THEY GO UNDER WATER.
