THE COMMENT PERIOD FOR EPA'S WATERS OF THE UNITED STATES RULE MAY BE OVER BUT THE FIGHT MAY BE FAR FROM OVER. ACCORDING TO THE HILL, EPA SECRETARY GINA MCCARTHY SAID AT A RECENT EVENT THAT SHE WAS SURPRISED BY THE REACTION TO THE RULE--ESPECIALLY BY FARMERS AND AG GROUPS. SHE SAYS THE QUOTE CONFUSION BECOMES A COMMUNICATION CHALLENGE--BUT SHE'S CONFIDENT THE EPA WILL GET THE RULE OVER THE FINISH LINE.

WX:
WELCOME BACK TO AGDAY MIKE I THINK I NEED GLOVES HERE IN THE STUDIO. IT'S COLD OUT THERE. YOU KNOW ITS AMAZING. THIS COLD SNAP REALLY WOULD BE AN IMPRESSIVE COLD SNAP FOR THE MIDDLE OF JANUARY. SURE. RIGHT AND HERE WE ARE MIDDLE OF NOVEMBER SO THAT'S WHAT MAKES IT UTTERLY UNBELIEVABLE HOW COLD IT’S BEEN IN MANY PARTS OF THE CORN BELT. THE COLD AIR JUST CONTINUES TO COME. NOW I WILL SAY THE HIGH PRESSURE SYSTEM IN THE SOUTHEAST IS PROBABLY THE COLDEST AIR MASS THAT WE'RE GOING TO SEE OVER THE NEXT 10 DAYS. THAT NEXT ONE COMING ACROSS THE NORTHERN ROCKIES, WHILE IT DOES KIND OF REINFORCE THE COLD AIR ITS NOT AS EXTREME AS THE ONE INFRONT OF IT. SO THAT'S THE GOOD NEWS I SUPPOSE IS THAT ITS A LITTLE LESS ARCTIC AIR THAN THIS FIRST ONE THAT CAME DOWN WHICH IS A DIRECT SHOT OF ARCTIC AIR. NON-THE-LESS THIS IS STILL WAY BELOW NORMAL FOR THIS TIME OF THE YEAR. A LITTLE BIT OF LIGHT SNOW THERE WITH THIS SYSTEM IT WILL MOVE THROUGH THE GREAT LAKES SO KIND OF DISRUPTING THE LAKE EFFECT FOR A COUPLE OF DAYS. AND THEN IT WILL KIND OF START OVER AGAIN AFTER THAT. A FEW SHOWERS STILL IN THE FAR SOUTHERN TIP OF FLORIDA...THAT'S ABOUT THE ONLY PLACE ITS WARM RIGHT NOW AS WELL AS THE SOUTHWEST. WHICH YOU FOLKS NEVER GOT ANY OF THE REAL COLD AIR ANYWAY? SOME RAIN CENTRAL CALIFORNIA, NORTHERN CALIFORNIA ON UP INTO THE PACIFIC NORTHWEST AS WE HEAD THROUGH THIS AFTERNOON. YOU CAN SEE AS WE HEAD INTO THE DAY TOMORROW STILL SOME SNOW AROUND THE GREAT LAKES. A LITTLE BIT IN EASTERN MAINE AS WELL. THAT COLD FRONT FINALLY GETS OFF SHORE IN SOUTHERN FLORIDA. SO EVEN THOSE FOLKS WILL BE IN THE 50'S AND THEY'LL CONSIDER THAT REALLY COLD IN SOUTHERN FLORIDA. BUT IT IS GOING TO BE CHILLY DOWN THERE. ANOTHER SYSTEM COMING RIGHT BEHIND THAT FIRST ONE IN THE WEST... SO THAT WILL PRODUCE A LITTLE BIT OF RAIN FOR CENTRAL AND NORTHERN CALIFORNIA AGAIN. NEITHER ONE OF THESE IS A BIG WEATHER MAKER BUT AT LEAST IT’S SOME MOISTURE. AND THE LAKE EFFECT MACHINE CONTINUES CRANKING UP AS WE HEAD THROUGH TOMORROW AFTERNOON. NOT A LOT OF MOISTURE AROUND THE COUNTRY WHEN ITS THIS COLD YOU JUST DON'T HAVE A LOT OF IT. BUT YOU CAN SEE AROUND THE GREAT LAKES WE'LL CONTINUE TO ADD SOME OVER THE NEXT 36 HOURS OR SO. A LITTLE BIT IN SOUTH FLORIDA AND THEN SOME DECENT AMOUNTS THE COASTLINE AREAS ESPECIALLY IN NORTHERN CALIFORNIA. THE SNOWFALL ESTIMATES THE PAST 24 HOURS LETS ADD ON THE NEXT 36 AND THE VAST MAJORITY OF IT IS AROUND THE GREAT LAKES AS YOU CAN SEE WHERE SOME AREAS JUST CONTINUE TO GET POUNDED WITH THAT LAKE EFFECT. HIGH TEMPERATURES TODAY WAY BELOW NORMAL THE ENTIRE CORN BELT... LOTS OF 20S AND 30'S THERE...50'S ALL THE WAY DOWN TO THE GULF COAST... LOW TEMPERATURES TONIGHT GOING TO DROP OFF AGAIN DOWN NEAR FREEZING IN NORTHERN DIXIE. SINGLE DIGITS ACROSS THE NORTHERN PLAINS, AND HIGHS TOMORROW AFTERNOON STILL WAY BELOW NORMAL FOR THIS TIME OF THE YEAR...TEENS AND 20'S ACROSS THE NORTHERN TIER OF STATES BUT AT LEAST BACK TO THE 60'S ALONG THE GULF COAST. THERE'S THE JET STREAM AND IT’S A DIRECT SHOT OF ARCTIC AIR WHICH IS WHAT'S BEEN BRINGING US ALL OF THIS VERY COLD AIR OVER THE PAST FEW DAYS. WHICH CAN SEE IT KIND OF GOES ZONAL FOR A WHILE...WARMS UP FOR 2-3 DAYS, AND THEN ANOTHER SHOT OF COLDER AIR THIS DOESN'T LOOK AS COLD AS WHAT WE'VE JUST HAD THOUGH…A LITTLE BIT OF ARCTIC AIR MIXED IN BUT NOT A DIRECT SHOT. STILL WARM THROUGH IN THE SOUTHWEST....THAT'S A LOOK ACROSS THE COUNTRY NOW LETS TAKE A LOOK AT SOME LOCAL FORECASTS. WE'LL START OFF IN AUSTIN NEVADA FIRST OF ALL INCREASING CLOUDS AND CHILLY. HIGH TEMPERATURE AROUND 50… RICE LAKE WISCONSIN FRIGID CLOUDS AND FLURRIES AROUND HIGH OF ONLY 19… COLUMBIA SOUTH CAROLINA. SUNNY AND UNSEASONABLY COLD THE AFTERNOON HIGH AROUND 47...
CAPITAL RESTORATION:
RESTORATION OF THE U-S CAPITOL DOME IS ABOUT TO GET UNDERWAY NOW THAT SCAFFOLDING CONSTRUCTION SURROUNDING THE DOME IS COMPLETE. THE ARCHITECT OF THE U-S CAPITOL RELEASED SOME TIME LAPSE VIDEO. THE DOME UNDERGOES PLENTY OF STRESS. DUE TO AGE AND WEATHER, THE DOME IS NOW PLAGUED WITH MORE THAN 1,000 CRACKS AND STRUCTURAL DEFICIENCIES. THERE IS CONCERN THAT IF REPAIRS ARE NOT MADE, THERE COULD BE INTERIOR WATER DAMAGE. THE LAST SIGNIFICANT RENOVATION WAS OVER FIFTY YEARS AGO.
ITALY OLIVES:
MEANWHILE IF YOU LIKE COOKING WITH OLIVE OIL YOU MAY WANT TO PAY ATTENTION.
ACCORDING TO FARMERS IN THE MEDITERRANEAN, UNSEASONABLE WEATHER AND INSECT PROBLEMS ARE HAMPERING HARVEST IN SOME OF THE WORLD'S KEY GROWING AREAS.
A WARM SPRING AND COOL SUMMER ALONG WITH PLENTY OF RAIN HELPED THE OLIVE FLY AND OLIVE MOTH SPREAD. THERE WAS ALSO A FRUIT FUNGUS THAT CAN CAUSE THE OLIVES SHRIVEL AND TURN BROWN LIKE A PRUNE. SOME PLACES SEEING LOSSES OF 20 TO 60 PERCENT OF THE CROP. IN ITALY, THE 2014 OLIVE HARVEST IS BEING CALLED THE WORST IN HISTORY.
EXPERTS SAY THEY EXPECT PRICES TO GO UP SIGINIFICANTLY.
OOTF:
