THIS VISIT CARRIES EXTRA WEIGHT FOLLOWING PRESIDENT TRUMP'S  WITHDRAWAL FROM THE TRANS PACIFIC PARTNERSHIP. JAPAN IS THE ONLY NATION OF THE 12 ORIGINAL MEMBERS WHERE ITS  LEGISLATURE HAS RATIFIED THE TRADE PACT. ACCORDING TO THE JAPAN TIMES,  ABE HOPES TO CONVINCE THE U-S TO RE-ENTER THE TRADE DEAL BY APPEALING  TO TRUMP'S BUSINESS EXPERIENCE. MANY MAJOR AG GROUPS HAVE EXPRESSED DISPLEASURE WITH THE  PRESIDENT'S DECISION TO LEAVE T-P-P.  AT CATTLEMEN'S CONVENTION, A REPRESENTATIVE OF NCBA SAYS IF A MULTI- NATIONAL TRADE PACT IS NOT ACCEPTABLE, THE PRESIDENT NEEDS TO GET A BI- LATERAL DEAL IN PLACE. WE KNOW THE PRESIDENT HAS SIGNED AN EXECUTIVE ORDER TO TAKE US OUT OF TPP, BUT WE STILL  NEED TO MAKE SURE WE HAVE ACCESS TO JAPAN AND TAKE DOWN THE TARIFF RATES WE CURRENTLY  HAVE. THE ONLY WAY TO DO THAT IS SOME SORT OF TRADE AGREEMENT. 08 IF IT'S A BI-LATERAL  AGREEMENT, WE CAN SUPPORT THAT, WE JUST NEED IT TO START SOONER THAN LATER BECAUSE EVERYDAY  WE DONT' HAVE THE ABILITY TO BRING DOWN THAT TARIFF AND TO COMPETE WITH THE AUSTRALIANS, WE ARE  LOSING 400-THOUSAND DOLLARS A DAY IN OUR ACCESS TO THE JAPANESE MARKET. THOSE ARE NOT  SUSTAINABLE LOSSES.

U.S. BEEF EXPORTS TO CHINA
MEANWHILE THE U-S BEEF INDUSTRY IS HOPING TO BUILD UPON EXPORTS TO  CHINA AFTER THE COUNTRY FURTHER EASED RESTRICTIONS ON U-S BEEF  IMPORTS LAST FALL. CHINA BANNED U-S BEEF IN 2003 FOLLOWING AN OUTBREAK OF BSE.  THE COUNTRY STILL HAS SOME AGE RESTRICTIONS AND TRACEABILITY MANDATES IN PLACE.  BUT CHINA'S ANNOUNCEMENT IS ENCOURAGING TO BEEF PRODUCERS. I THINK WHAT WE'RE LOOKING AT NOW ARE THE PROTOCOLS ESTABLISHED. IT'S PROBABLY A 2 OR 3 STEP PROCESS SO WE HAVE TO AGREE ON THE PROTOCOL. WHAT ARE THE ELIGIBLE PRODUCTS, WHAT WOULD  HAPPEN IF WE GET ANOTHER CASE OF BSE FOR EXAMPLE, WOULD THEY CLOSE THE MARKET AND THOSE  PROCEDURES? THERE ARE CONCERNS WITH ELGIBLE CATTLE FROM CANADA OR MEXICO. "" I THINK THE CHANGE IN ADMINISTRATION HAS SLOWED THAT PROCESS DOWN. WE'RE HOPING NOW PRES. TRUMP IS ON BOARD. ONCE THE AG SEC IS CONFIRMED WE CAN FINALIZE THOSE AGREEMENTS AND  HOPEFULLY HAVE US BEEF BACK ON THE WATER, HEADING TO CHINA BY THE END OF THE YEAR. "

CATTLEFAX INDUSTRY OUTLOOK
CATTLE FAX HAS RELEASED ITS 2017 INDUSTRY OUTLOOK AT THE CATTLE  INDUSTRY CONVENTION AND NCBA TRADE SHOW- IT'S A LOOK AT THE PULSE OF  THE INDUSTRY AND WHAT'S FORECAST TO COME.  CATTLEFAX IS EXPECTING LESS VOLITALITY WITH PRICES IN 2017 COMPARED TO  THE LAST THREE YEARS. THE OUTLOOK IS FORECASTING FAVORABLE WEATHER FOR MOST OF THE U.S.  WHICH WOULD SUGGEST ANOTHER BIG GRAIN CROP AND GOOD GRAIZING  CONDITIONS.  HAY SUPPLY SHOULD BE PLENTIFUL AND RELATIVELY LOW FROM A PRICE  STANDPOINT.  CATTLEFAX IS ANTICIPATING INPUT COSTS WILL STAY LOW.  AS I TALK ABOUT SUPPLY, DEMAND AND PRICE, IT'S A GUARDED  OPTIMISM. WE KNOW WE HAVE MORE SUPPLY OF BEEF, PORK AND POULTRY  GOING FORWARD NOT ONLY 17 BUT THE NEXT COUPLE OF YEARS. BUT WE SEE  IMPROVEMENT IN TRADE, DOMESTIC DEMAND IS HOLDING ITS OWN AND WE SEE  THE MARKET DEVELOPING MORE OF A TRADING RANGE AT LEAST IN 2017. THAT  SHOULD MAKE SURE ALL SEGMENTS OF THE INDUSTRY REMAIN PROFITABLE. GOOD SAYS THERE IS A HEADWIND WHEN IT COMES TO TONNAGE- THAT'S A  POSSIBLE INCREASE OF 3 BILLION POUNDS OF BEEF, PORK AND POULTRY. SO,  TRADE IMPORTANT MOVING FORWARD.

SOUTH DAKOTA COOL
IN SOUTH DAKOTA, A GROUP OF STATE CONGRESS MEMBERS JUST INTRODUCED A BILL THAT WOULD REQUIRE RETAIL BEEF PRODUCTS SOLD IN THE STATE BEAR A  COUNTRY-OF-ORIGIN LABEL.  MEATINGPLACE DOT COM REPORTS THE RULE WOULD EXCLUDE PREPARED AND  READY-TO-EAT FOODS.  MANDATORY FEDERAL COUNTRY-OF-ORIGIN LABELING WAS BITTERLY OPPOSED  BY THE MEAT PROCESSING INDUSTRY AND ULTIMATELY DISMANTLED BY A SERIES  OF WORLD TRADE ORGANIZATION DECISIONS.

CHEMCHINA CLOSE TO SYNGENTA APPROVAL
ONE OF THE BIGGEST ANNOUNCED MERGERS IN THE GLOBAL AG SECTOR IS  TAKING A BIG STEP TOWARDS COMPLETION. REUTERS IS REPORTING THAT CHEMCHINA IS CLOSE TO RECEIVING APPROVAL  FOR ITS PURCHASE OF SYNGENTA FROM THE EUROPEAN UNION. CHEM-CHINA MADE A 43-BILLION DOLLAR OFFER FOR THE SWITZERLAND-BASED  SEED AND CHEM COMPANY.  IF APPROVED, SYNGENTA WOULD BE THE LARGEST  FOREIGN AQUISITION BY A CHINESE COMPANY. ACCORDING TO REUTERS, CHEM-CHINA HAS AGREED TO SOME CONCESSIONS TO  ALLEVIATE CONCERNS OF THE EUROPEAN COMMISSION. THE COMMISSION IS EXPECTED TO MAKE A FORMAL ANNOUNCEMENT IN MARCH.

A METEOR OVER LAKE MICHIGAN LIT UP THE SKY MONDAY MORNING ACROSS  SEVERAL STATES IN THE MIDWEST. LAST SAYS RADAR SHOWS THE METEOR PASSING OVER LAKE MICHIGAN, BUT HE  SAID IT'S NOT CLEAR IF IT LANDED IN THE WATER OR IF IT BROKE UP IN THE SKY. FROM THE AGDAY UPDATE FILE...THE MOSAIC COMPANY IS FILLING IN A MASSIVE  FLORIDA SINKHOLE - SIX MONTHS AFTER IT WAS FIRST DISCOVERED. THE GROUND OPENED-UP LAST SUMMER UNDER A PILE OF WASTE MATERIAL AT MOSAIC'S PHOSHATE PLANT IN MULBERRY, FLORIDA. ABOUT 200 MILLION GALLONS OF RADIOACTIVE WATER LEAKED INTO AN  UNDERGROUND VEIN OF FRESH WATER. THE HOLE GREW TO BE 150 FEET WIDE. IN RESPONSE THE COMPANY BUILT A  RING OF CONCRETE AROUND THE SINKHOLE TO ALLOW WORK CREWS TO START  FILLING THE HOLE WITH A CONCRETE-LIKE MIXTURE. ACCORDING TO THE A-P  STORY, MOSAIC SAYS TESTS SHOW THAT CONTAMINATED WATER HAS NOT LEF THE COMPANY'S PROPERTY. THE COMPANY BUILT A CONCRETE PLANT NEARBY TO KEEP PUMPING CONCRETE  INTO THE HOLE DURING THIS "STABILIZING PHASE".

THESE ARE THE  AREAS THAT WERE FLOODED SO YOU PROBABLY SEE SOME REPORTS OF NEW FLOODING IN THESE AREAS ONE MORE TIME. THE RAINS IN OUR BRAZIL ARE  COMING AS THE CROP IS READY FOR HARVEST THAT WILL SLOW DOWN THE  HARVEST PROGRESS. HOWEVER THE HARVEST PROGRESS UNTIL NOW HAS BEEN  REALLY VERY VERY GOOD IN THE NORTHERN AREAS ARE UP TO ABOUT A THIRD  DONE IN PARTS OF MATO GROSSO AND GENERALLY WELL AHEAD OF NORMAL. THE SOUTHERN PARTS OF BRAZIL THAT HAVE BEEN BEHIND AND HAVE BROUGHT  THE OVERALL COUNTRY WIDE AVERAGE DOWN TO ABOUT NORMAL. SO WE'RE TALKING WIDESPREAD RAINS FROM  PENNSYLVANIA WEST VIRGINIA ALL THE WAY BACK INTO THE CHICAGO LAND  MILWAUKEE AREAS TO THE NORTH OF THAT THEN YOU EVENTUALLY GET INTO  SOME SNOW INTO THE U P OF MICHIGAN BACK IN MINNESOTA AND NORTH  DAKOTA. YOU CAN SEE SEE LOTS OF MOUNTAIN SNOW OUT WEST AS WELL NOW.  THERE IS MILDER AIR COMING IN AND SO A LOT OF THE VALLEY'S GONNA START  TO HAVE RAIN. EVEN IF YOU'RE STARTING OFF WITH SOME SNOW THIS MORNING,  THE STORM SYSTEM WILL CONTINUE TO ATTRACT EAST ALTHOUGH IT IS GOING  TO BE WEAKENING A LITTLE BIT AS IT MOVES INTO THE NORTHERN ROCKIES.  HEADING THROUGH TONIGHT IN SEEING THE FIRST A SHOT OF COLDER AIR AGAIN AND THIS IS ONLY A COUPLE DAY SHOT. I MEAN THIS IS A WEATHER PATTERN THAT  WE JUST CAN'T GET A PROLONGED PERIOD OF COLD WEATHER. SO IT LOOKS LIKE  THE MILD WEATHER WILL  RETURN AGAIN SO SCATTERED SHOWERS UP AND  DOWN THE EAST COAST AS WE AHEAD THROUGHOUT TONIGHT AND WIDELY  SCATTERED SHOWERS ALONG THE GULF COAST AS WELL. STILL SOME SNOW IN  PARTS OF THE GREAT LAKES AND A LITTLE STREAK ACROSS THE PLAINS AS YOU  CAN SEE THERE. NOT A NOT A HUGE DEAL AND THEN THAT NEXT STORM SYSTEM  AND AGAIN SEE THE THIRD ONE COMING IN OF THE PACIFIC NORTHWEST AS WE  HEAD THROUGH LATE IN THE DAY TOMORROW, IT WILL ALREADY BE SPREADING  SOME RAIN AND MOUNTAIN SNOWS. NORTHERN CENTRAL CALIFORNIA WESTERN  WASHINGTON WESTERN OREGON AS WELL AS THE DRIER AIR AND THE COLDER  AIR COMES IN FOR A COUPLE OF DAYS IN THE EAST. THERE 'S A PRECIPITATION  ESTIMATE OF THE PAST TWENTY FOUR HOURS. YOU CAN SEE SOME DECENT  AMOUNT OF PARTS OF THE OHIO RIVER VALLEY TENNESSEE RIVER VALLEY BUT  AT THE HIGHEST AMOUNTS IN THE HIGHER ELEVATIONS OF CENTRAL AND  NORTHERN CALIFORNIA ONCE AGAIN WE JUST KEEP AN EYE ADDING TO THAT  SNOW COVER OUT THERE. IT'S BEEN AN AMAZING SEASON AND SEE AS WE ADD IN  THE NEXT THIRTY SIX HOURS WE WILL ADD SOME DOWN INTO PARTS OF THE  DROUGHT AREAS OF THE SOUTHEAST WHICH WILL HELP THAT AREA AS WELL.  AND YOU CAN SEE SOME OF THOSE HIGHER AMOUNTS ESPECIALLY THE HIGHER  ELEVATIONS OUT WEST WITH THE SIERRA NEVADA'S JUST GETTING PUMMELED  AGAIN WITH SNOW OUT OF THESE TWO SYSTEMS. THERE 'S THE PAST THIRTY SIX  HOURS. WE'LL ADD ON THE NEXT OH THIRTY SIX AND YOU CAN SEE THAT WE'RE  GOING TO ADD SOME UP ACROSS SEA AND NORTHERN TIER OF STATES AND THAT  LITTLE STREAK ACROSS PARTS OF NEBRASKA SOUTH DAKOTA BUT IS GENERALLY  IN THE MOUNTAINS OF THE ROCKIES. AS WE REPORTED LAST MONTH, HOLSTEIN CATTLE CONTINUE TO SEE MAJOR  DISCOUNTS AT SOME AUCTIONS. CATTLE HAULERS SAY PACKERS ARE EVEN REFUSING TO ACCEPT HOLSTEIN  CATTLE. ANALYSTS SAY DURING THE LIQUIDATION PHASE EARLIER THIS DECADE MANY FEEDERS AND PACKERS NEEDED EVERY ANIMAL THEY COULD GET.  AS THE BEEF HERD EXPANDS THAT MAY BE CHANGING.  THIS IS LIKE A MIN. LONG WE SAW CALF SLAUGHTER AND IF YOU WANT TO GO BACK ON A HISTORICALLY PERSPECTIVE, IN  THE  1970S WAS 4 TO 5 MILLION HEAD ANNUALLY. THIS LAST YEAR HAS BEEN 400 THOUSAND. YOU CAN  SEE THAT TREND OF MORE OF THOSE CALVES WHICH WOULD HAVE BEEN IN VEAL, THEY'RE ENDING UP IN  FED BEEF GOING THROUGH FEED YARDS TO FILL THAT EXCESS CAPACITY. NOW WE HAVE OPPOSITE TAKING  PLACE. 24 WE HAVE LARGER SUPPLIES OF BEEF BREEDS AND ALSO YOU'VE GOT LIMITED SHACKLESPACE.  WHAT WOULD THE PACKER RATHER HARVEST? HE'D RATHER HARVEST SOMETHING THAT HAS A HIGHER  YIELD WITH MORE PROFITABILITY. THERE'S WHERE YOU GET THE DISCOUNTS. 23:38 FOLLOWING SOUTH DAKOTA'S LEAD, DAIRY PRODUCERS IN NORTH DAKOTA ARE  FORMULATING A PLAN TO ATTRACT A DAIRY PRODUCTS PLANT. ACCORDING TO USDA-- NORTH DAKOTA IS HOME TO FEWER THAN 90 DAIRY  FARMS. THE NORTH DAKOTA AND MIDWEST DAIRY COALITION SAY THEY'RE STARTING ON  BUILDING A PLAN AROUND WHAT THE PLANT MIGHT PROCESS AND WHAT  INCENTIVES THE STATE COULD OFFER. WHILE STATE LEGISLATORS ARE PROPOSING REDUCING TAXES ON MILKING  EQUIPMENT. IN 2002 NORTH DAKOTA HAD 350 DAIRY FARMS IN THE STATE.
