Shrinking the size of bureaucracy is easier said than done.

In Fortuna, North Dakota, a town of 30 people, Mayor Gary Rust wears a few hats, including town auditor and the public works department.

If he ever needs assistance, there are a few others that can help inside Fortuna city limits, which covers one square mile.
