Farm bill passage could be political boon to Stabenow, up for reelection this year

A Senate Democratic aide said Majority Leader Harry Reid (D-Nev.) has promised to bring up the farm bill as the second order of business when the Senate returns from next week’s Memorial Day recess, according to Roll Call.

The aide said passage of the farm bill could be a political boon to Senate Ag Chairwoman Debbie Stabenow (D-Mich.) up for reelection this year and is likely to use in her campaign ads the fact that the measure shaves $23 billion over 10 years from the deficit.

Stabenow claims to have a filibuster-proof majority, adding she will address any issues once the measure gets on the floor or after it passes the Senate and goes to conference with the House.

Comments: Key farm bill issues ahead include: (1) Congressional Budget Office (CBO) estimates of the Senate farm bill; (2) Exact data of Senate floor time for farm bill; (3) Number and scope of amendments on Senate floor; (4) Will Reid have to invoke cloture and if so, is Stabenow's vote-counting correct; (5) Whether key Title I (commodity programs) provisions will be altered on Senate floor; (6) House Ag Committee action on its measure expected in mid- to late-June; (7) House farm bill expected to have far different look for commodity title provisions than Senate; (8) Timeline for conference and final passage on House and Senate floor -- before or after Nov. 6 elections, the key being whether or not House Speaker John Boehner (R-Ohio) brings the measure to the floor before elections. The billions of dollars in projected budget cuts in the farm bill will be a focus for expected spending in lame-duck session.
