  Signal: $12B taxpayers redistribute. If you take it you're for the program. $9B direct welfare to farmers. $3B welfare for others with trickle down for farmers. Noise: EU may buy LNG. If it can be delivered from US cheaper than from Russia, of course. Juncker said might buy soy beans. Intellectual property flow to China has somehow been addressed.
