New farm bill implications cannot be ruled out. Health-care battle was a major victory for hard-line conservatives who helped bring down the farm bill in ’13, only to see it resurrected in ’14. Same naysayers will challenge a new farm bill next year.
Tax reform will likely be pushed to ’18, although GOP lawmakers could regroup and get it done by year’s end.
