The USDA has released a fact sheet that shows the differences between ERP Phase 2 and PARP.

The key finding that we see on the Fact Sheet that has clarified some confusion on our part is that according to the fact sheet, no livestock sales are included in Phase 2, but livestock sales are included in PARP.

The fact sheet on ERP Phase 2 originally was not clear on whether livestock sales were included or not. They indicated livestock sales not included however, the specifically listed certain sales of livestock.

Since they listed specific sales, the assumption is that regular livestock sales would be included. If this new fact sheet comparison is correct, then all livestock sales are not included in ERP Phase 2.

FSA could have clarified this on the original ERP Phase 2 fact sheet by indicating all livestock sales are excluded including the following. But that was not the case.

Also, ERP Phase 2 does not allow sales of crops for grazing. We are asking for clarification on this since this could be a very broad definition. We will keep you posted.
